IJM has recommended concrete steps in support of Philippine President Ferdinand Marcos Jr.\u2019s directive to step up efforts against online sexual exploitation of children.<\/strong><\/h4>\n\n\n\n

<\/p>\n\n\n\n

In 2023, the Philippines received 2,740,905 reports<\/strong>\u00a0of suspected child sexual exploitation online from the\u00a0U.S. Na<\/a>tional Center for Missing & Exploited Children.<\/a><\/p>\n\n\n\n

The vast majority of those cases likely remained unacted upon, with offenders continuing to exploit vulnerable children.<\/p>\n\n\n\n

\u201cThe alarming prevalence of trafficking of children to produce child sexual abuse material demands urgent and comprehensive action, and\u00a0we commend the government\u2019s commitment to addressing this huge problem<\/strong>,\u201d said IJM Philippines\u2019 director Samson Inocencio Jr.<\/p>\n\n\n

IJM suggested that the following actions be taken to accelerate the response:<\/h4>\n\n\n\n

<\/p>\n\n\n\n

\u2022 Strict enforcement of the law requiring tech companies to detect,<\/strong> block and report child sexual exploitation materials, including livestreamed abuse;<\/p>\n\n\n\n

\u2022 Issuance of clear guidance and regulation from the Anti-Money Laundering Council (AMLC) and Bangko Sentral ng Pilipinas (BSP) to ensure Philippine banks and money transfer businesses detect, intercept and report transactions<\/strong> indicative of online sexual exploitation;<\/p>\n\n\n\n

\u2022 Issuance of clear guidance from the Supreme Court for prosecutors and courts to consistently apply the probable cause and police personal knowledge principles in a way that allows law enforcement to quickly secure warrants<\/strong> and arrest suspected traffickers and sex offenders.<\/p>\n\n\n\n

Inocencio commended the significant progress made<\/strong> in addressing online sexual exploitation, with collaborative efforts led by the Philippine Government.<\/p>\n\n\n\n

\u201cHowever, there is still much more that the government and other stakeholders can do to end this horrible problem.<\/h4>\n\n\n\n

<\/p>\n\n\n\n

\u201cIJM is committed to continuing our partnership with the Philippine Government<\/strong>\u00a0to protect Filipino children from horrific sexual abuse and exploitation, until all Filipino children are safe and protected,\u201d Inocencio said.<\/p>\n\n\n\n

<\/p>\n\n\n\n

To date, IJM has supported Philippine authorities in bringing close to\u00a01,300 victims and children-at-risk to safety\u00a0<\/strong>and arresting close to 400 suspected perpetrators. More than 230 traffickers have been already convicted.<\/h4>\n\n\n\n
